A lot of UK support systems assume people can get online, fill in forms, and navigate complex processes.

But food insecurity often hits hardest where digital access is weakest. People may not have stable internet, a working phone, enough data, or the confidence to complete forms that feel designed to make them give up.

Feed & Flow takes digital exclusion seriously because it is one of the quiet reasons hunger persists.


Hunger is often an access problem


Food insecurity does not always start with “no food.” It often starts with:

  • A delayed benefit payment
  • A missed letter
  • A form that never got submitted
  • A sanction, error, or admin problem
  • A support service someone cannot contact

When people cannot fix admin problems fast, cupboards empty. Stress rises. Crisis hits.


Why digital barriers hit certain groups harder


Digital exclusion is not random. It concentrates among:

  • Older residents
  • People with disabilities
  • People with limited literacy or English
  • People in unstable housing
  • Families juggling multiple pressures
  • People living rurally with poor connectivity

These groups are also more likely to experience food insecurity. The overlap is not a coincidence.


What “support” looks like when it is reachable


The most effective local models combine food provision with access support, for example:

  • Advice desks in food banks and community hubs
  • Referral pathways via schools, GPs, and housing teams
  • Assisted form-filling sessions
  • Local signposting that is actually human, not a leaflet
